Test the baking soda before use:
First of all, use good quality baking soda. To test it, add 2tbsp of vinegar or lemon juice to a bowl and add half tsp baking soda and stir. If it is fresh then it will bubble and fizz immediately. Now if it doesn’t do so that means it is not good and you must replace it with a new one. So, if the baking soda is not good then the cake will turn flat and will not be spongy.
Ensure that all your ingredients are at room temperature :

Don’t over mix your batter:
Obviously, I don't think that you want huge clumps of straight flour in your batter, but as soon as you feel that everything is smooth, lower the temptation to keep mixing, and trust that you’ve gotten enough air in it during the early stages.
